修飾語の迷宮～トランプ大統領と金委員長の共同声明

歴史的な会談の共同声明が発表されました。
2018年6月12日にシンガポールで行なわれた、アメリカ合衆国トランプ大統領と北朝鮮金委員長との首脳会談後に発表された共同声明です。

ジャパンタイムズに掲載の英語テキストを訳してみましょう。外交文書特有の長い修飾節や前置詞の連続による修飾句を上手く訳す必要があります。修飾語の迷宮から修飾されるている名詞を探し出しましょう。日本の新聞の翻訳などとくらべて、いろんな訳し方があることを知るのも勉強になりますね。

President Donald J. Trump of the United States of America and Chairman Kim Jong Un of the State Affairs Commission of the Democratic People’s Republic of Korea (DPRK) held a first, historic summit in Singapore on June 12, 2018.
「両首脳は2018年6月12日にシンガポールにおいて初のそして歴史的な会談を行なった。」

President Trump and Chairman Kim Jong Un conducted a comprehensive, in-depth, and sincere exchange of opinions on the issues related to the establishment of new U.S.-DPRK relations and the building of a lasting and robust peace regime on the Korean Peninsula.
「新たな両国関係の確立そして朝鮮半島の継続的かつ強固な平和的な体制の構築に関する問題について包括的なかつ詳細に渡るそして真摯な意見交換をおこなった。」

大変長いセンテンスとなっています。主語はPresident Trump and Chairman Kim Jong Unであり、動詞はconductedであることはわかりますが、目的語はどの単語でしょうか。修飾語が前後から来ているためにすぐには特定しづらくなっています。

目的語はexchangeです。正確には間に修飾語が挟まっていますが、a — exchangeです。

前にはcomprehensive, in-depth, and sincereという形容詞があり、後ろにはof 以下最後のPeninsulaまでがこのexchageの修飾語です。

 President Trump committed to provide security guarantees to the DPRK, and Chairman Kim Jong Un reaffirmed his firm and unwavering commitment to complete denuclearization of the Korean Peninsula.
「トランプ大統領は北朝鮮の安全の保証の提供をすることを約束し、金委員長は朝鮮半島における完全な非核化について確固たる揺るぎない確約を再確認した。」

英語の勉強を離れて、この声明の意味を考えるとき、このセンテンスが一番注目を集めました。アメリカは北朝鮮に対し、安全の保証の提供をすることを約束、to provide security guarantees、しました。それは、ここでは軍事攻撃をしない、つまり現在の北朝鮮の“金王朝体制”を保証するということを意味しています。そして北朝鮮は朝鮮半島の完全な非核化の約束を再確認した、ということです。

Convinced that the establishment of new U.S.-DPRK relations will contribute to the peace and prosperity of the Korean Peninsula and of the world, and recognizing that mutual confidence building can promote the denuclearization of the Korean Peninsula, President Trump and Chairman Kim Jong Un state the following:

いきなり動詞の過去形から始まる文ですが、convincedの前にIt isが省略されているのです。Itはthat以下のことですから、that以下のことが確信され、そして、「トランプ大統領と金委員長は次のように声明を発表する」という主節につながります。

1. The United States and the DPRK commit to establish new U.S.-DPRK relations in accordance with the desire of the peoples of the two countries for peace and prosperity.
「1.　米国および北朝鮮は両国国民の願いに従い平和と繁栄のために新たな二国間関係を確立することを約束するものである。」

in accordance with the desire　～の希望に応じた、～の所望する、という形式的な訳が良く使われるフレーズです。

2. The United States and the DPRK will join their efforts to build a lasting and stable peace regime on the Korean Peninsula.
「2.　米国と北朝鮮は朝鮮半島における継続的そして安定した平和的な体制の構築に共に努力していく。」

join their effortsは「共に努力していく」でもいいと思いますが、「連携する」という訳でもいいでしょう。「協力して取り組む」という訳も見られました（読売新聞6月13日朝刊）。

3. Reaffirming the April 27, 2018 Panmunjom Declaration, the DPRK commits to work towards complete denuclearization of the Korean Peninsula.
「3.　2018年4月27日の板門店宣言を再確認し、北朝鮮は朝鮮半島の完全な非核化にむけての作業をすることを約束する。」

4. The United States and the DPRK commit to recovering POW/MIA remains, including the immediate repatriation of those already identified.
「4.　米国と北朝鮮は、すでに確認がなされている遺体の早急な帰還を含み、捕虜・行方不明兵の遺体の回収をすることを約束する。」

POW/MIAとはprisoner of war 戦時捕虜　　missing in action 戦闘中行方不明のことです。

remainsは遺体（あるいは現実的には遺骨）を意味します。

Having acknowledged that the U.S.-DPRK summit - the first in history - was an epochal event of great significance and overcoming decades of tensions and hostilities between the two countries and for the opening of a new future, President Trump and Chairman Kim Jong Un commit to implement the stipulations in this joint statement fully and expeditiously. 
「歴史上初めての二国間首脳会談は非常に重大で二国間の緊張と敵対の数十年を打ち破りそして新たな未来の開始となる画期的な出来事であったと認識され、大統領と委員長は完全にそして迅速にこの共同声明の条項を実施することを約する。」

ここも先ほどと同じく、先頭にIt isが省略されています。

補語である名詞eventが前からは形容詞epochal で修飾されそして後ろからはof以下数々の前置詞と接続詞でつながるfutureまでの長い句で修飾されています。

The United States and the DPRK commit to hold follow-on negotiations led by the U.S. Secretary of State, Mike Pompeo, and a relevant high-level DPRK official, at the earliest possible date, to implement the outcomes of the U.S.-DPRK summit.
「そのために米国国務長官と早急に任命される北朝鮮の相応の政府高官により引き続き協議されていくものである。」

President Donald J. 「大統領と委員長は両国間の新たな関係の構築と朝鮮半島と世界の平和、繁栄そして安全保障を推し進めていくために協力することを約束した。」

ここも長い文ではありますが、構造は単純です。

動詞はhave committedです。それさえ分かればその前が長いですけど主語で、そして目的語はto不定詞の名詞的用法to cooperateでその後for以下は目的語の修飾語となっているということはすぐ分かります。

まとめ

各センテンスがとても長いので、簡単には読み取れない文章でした。前置詞や接続詞そして関係節が多用されて修飾語がとても長くなっているからです。読みこなすためには、その長い修飾節あるいは句を正確に読み取り修飾されている名詞やto不定詞をしっかりと見極めることが必要です。そのためには、主語と目的語のコアの単語を見つけ出して、修飾語と区別しましょう。動詞も含めて、センテンスの骨格が分かれば、訳することも早くできるようになってきます。センテンスの骨格をつかんで、みなさんも上手く訳せるように頑張ってくださいね！
